Last night was a major moment for gun owners here in Wyoming.
Senator Bo Biteman fought his tail off on the Senate floor and successfully blocked the harmful amendments that the Revenue Committee tried to slap onto HB-130 to gut the Second Amendment Preservation Act.
Let me be clear — those amendments would have gutted SAPA.
Instead, Senator Biteman didn’t just play defense.
He offered (and passed) a clean-up amendment that strengthens the bill and makes HB-130 a fantastic version of the Second Amendment Preservation Act.

After that fight, the Senate cast the first of three required votes on HB-130 last night.
Now the second vote is coming up today — and the pressure campaign from the law enforcement lobby is going into overdrive.
They are working phones and the Capitol, desperately trying to kill this bill before it reaches the Governor’s desk.

And sadly, this is nothing new.
For fifteen years, the law enforcement lobby has opposed virtually every expansion of gun rights that we’ve fought for and passed in Cheyenne:
👉 In 2010, WYGO passed the Firearms Freedom Act (HB-95) — law enforcement opposed it.
👉 In 2011, WYGO passed Constitutional Carry (SF-47) — law enforcement opposed it.
👉 In 2013, WYGO passed firearms pre-emption law (HB-103) — law enforcement opposed it.
👉 In 2018, WYGO passed Stand-Your-Ground law (HB-168) — law enforcement opposed it.
👉 In 2021, WYGO expanded Constitutional Carry (HB-116) — law enforcement opposed it.
And for the ten years we fought to rid Wyoming of state-administered Gun Free Zones, the law enforcement lobby opposed that, too.
It’s clear that while many peace officers are pro-gun on an individual basis, as a lobby presence in Cheyenne, they have consistently worked against the Second Amendment.
HB-130 closes dangerous loopholes in our current SAPA law. But this bill is not across the finish line yet.
The second Senate vote is imminent.
We need a tidal wave of pressure on every member of the Wyoming Senate right now, telling them to stand with gun owners — not the anti-SAPA lobby.
