BREAKING: SAPA Gutted — 8AM Showdown in Cheyenne

Thu, Feb 26, 2026

Things are happening so fast here in Cheyenne, it’s almost impossible to get updates to Wyoming Gun Owners members in real time.

Here’s the latest.

Yesterday, the Senate Revenue Committee gutted the House version of SAPA (HB-130).

Rep. Bob Wharff and I testified extensively in support of the bill and strongly opposed the weakening amendment. We laid out, line by line, why stripping penalty provisions would turn SAPA into nothing more than symbolism.

It didn’t matter. The amendment passed 3–2.

That means HB-130 — as it currently stands — has been severely weakened. But the fight is far from over.

Earlier today, the House Revenue Committee heard the Senate version of SAPA (SF-101), sponsored by Senate President Bo Biteman.

Once again, Senator Biteman and I testified at length in defense of SAPA’s enforcement provisions.

And once again, we faced a wall of law enforcement lobbyists trying to scare lawmakers into killing the bill using sensational claims about what SAPA would do.

(Law enforcement from Albany County, Sheridan County and the Highway Patrol, trying to kill SAPA in the committee hearing.)

Today’s hearing lasted nearly two hours. But before a vote could be taken, the committee adjourned so members could return to the House floor for 2pm action.

The hearing resumes tomorrow morning at 8am.

Let me be clear:

With HB-130 having been compromised in the Senate Committee, SF-101 is now the strongest and cleanest vehicle to move SAPA forward.

But I can tell you that law enforcement lobbyists are working overtime behind the scenes tonight. They are pressuring committee members to weaken or kill SF-101 before it advances.

We cannot allow that to happen.

EMAIL YOUR LEGISLATORS — PASS SF-101 CLEAN!

This pre-written email system is fully automated. Simply enter your name and address, and your message will be delivered instantly to your State Representative and Senator.

Lawmakers value these messages because they know they are coming from verified constituents.

And you can use the Send 3X feature to send your message repeatedly over the next several days — increasing pressure as votes approach.

Tomorrow morning at 8am, the House Revenue Committee reconvenes.

We need overwhelming grassroots pressure hitting inboxes before that hearing resumes. Your email tells lawmakers to:

  • Pass SF-101 with no weakening amendments
  • Preserve the civil penalties
  • Reject any amendments pushed by anti-gun lobbyists
  • Stand with Wyoming gun owners

The anti-gun lobby thought gutting HB-130 would kill SAPA for the year. They were wrong.

We are still in this fight — and we are not backing down.

P.S. Senate Revenue gutted HB-130 3–2 yesterday. Now SF-101 is the primary vehicle for real SAPA. The House Revenue Committee resumes at 8am tomorrow.

Please send your pre-written email immediately and use Send 3X to maximize pressure before the vote.
