Live from Cheyenne: SAPA Vote Today

Tue, Feb 17, 2026

Things are happening so fast here in Cheyenne it’s hard to even find time to send you action alerts fast enough…but this is critical.

WYGO’s Second Amendment Preservation Act (SAPA) is up for critical votes in the Wyoming House and Senate TODAY.

HB-130 (sponsored by Rep. Bob Wharff) and SF-101 (sponsored by Senate President Bo Biteman) would strengthen Wyoming’s SAPA law and prohibit the feds from using Wyoming cops to enforce federal gun control laws.

Current law has no penalties and allows cities to bypass SAPA as long as the ATF pays their salary.

Without strong penalties, SAPA becomes symbolic. With real penalties, SAPA protects Wyoming gun owners by forcing state and local agencies to follow the law or face civil fines.

Both HB-130 and SF-101 passed their Appropriations Committees last Friday, and now they are advancing to First Reading!

(Myself and Rep. Wharff moments before the Appropriations Committee and Senator Biteman presenting SAPA on the floor.)

But anti-gun lobbyists with the Wyoming Association of Sheriffs and Chiefs of Police (WASCOP) are lobbying lawmakers behind closed doors to gut SAPA.

EMAIL YOUR SENATOR AND REPRESENTATIVE NOW!

WASCOP is the same group that opposed Constitutional Carry, Stand-Your-Ground, the repeal of Gun Free Zones and more.

They are pushing amendments that would:

  • Gut the penalty provisions that give SAPA enforcement teeth
  • Allow agencies to join ATF task forces to seize guns
  • Create loopholes that effectively neuter the impact of SAPA

(I took this picture moments after testifying for SAPA last Friday. It’s sad to see Wyoming cops opposing our gun rights.)

We’ve seen this before.

Governor Mark Gordon vetoed SAPA last year. And if anti-gun moderates succeed in weakening this bill, they will either kill it again or turn it into a meaningless gesture.

That’s why you must act immediately.

Click the button below and send your pre-written email to your State Representative and State Senator, telling them to VOTE YES on HB-130 and SF-101 — and to vote NO on any bad amendments.

SEND YOUR PRE-WRITTEN EMAIL NOW

Your email will urge them to:

• Pass a clean version of SAPA to protect gun owners
• Preserve civil penalties for violations of the law
• Reject any ATF task force amendments
• Defend the rights of Wyoming gun owners

WASCOP and anti-gun insiders are applying intense pressure right now. But this is an election year, and no one wants gun owners coming after them in a primary!

Lawmakers must hear from you immediately.

Please send your pre-written email now.
